The United Nations Human Rights Chief, Volker Türk, issued a stark warning this Monday, stating that generative artificial intelligence, without proper safeguards, risks becoming “a modern-day Frankenstein’s monster” with human rights as its first victim. Addressing the UN Forum on Business and Human Rights in Geneva, Türk acknowledged the “tremendous promise” of the technology but emphasized that its “exploitation for purely political or economic benefit can manipulate, distort, and distract.”
His remarks, as documented in the official press release from the UN Human Rights Office (OHCHR), highlighted immediate and “clear and present” threats to several fundamental rights. These include the rights to privacy, political participation, free expression, and work. He cautioned that the uncontrolled proliferation of AI systems could “unleash unpredictable consequences” that undermine the technology's positive potential.
Beyond the specific risks of AI, the High Commissioner pointed to a broader systemic threat: the dangerous concentration of corporate power and wealth. He noted that the massive “accumulation of personal and corporate wealth among a handful of players” now exceeds the economies of entire nations, a phenomenon corroborated by recent Oxfam International reports on inequality. Türk stressed that when such immense “power is not constrained by law, it can lead to abuse and subjugation.”
In his concluding call to action, he urged governments to collaborate on establishing robust safeguards and regulations. The objective is to prevent a future where powerful technologies, introduced primarily for economic or political gain, cause irreversible harm to global human rights standards.
